Delivering (encyclopedia) content to the illiterate should never be
Wikimedia's main goal. But there is money to be found to do this kind of
stuff. And why not get some of it and use it to set something up to
further these worthy goals :)

Maybe the goal should be "one of people's mother tongues" instead of any
language they can read. This would exclude Zeelandic and other European
regional languages but would definitely include many African languages.
