Yes, it's a good idea to separate the debate into the requirements and 
the implementation.

whether we have xx.wikipedia.org or www.wikipedia.org/xx/ is an 
implementation question. There apear to be pros and cons for both of 
these URL schemes.

I'm not really bothered what the URL scheme is, but I would like the 
English wikipedia's URL to be of the same form as the other languages.
