I can't remember where all the discussion took place, but: capitalizing all leading
letters looks odd and isn't natural to English (especially on articles and
prepositions). Also, capitalizations sometimes distinguish one subject from another.
This is one of those "easier said than done" kind of issues. Sometimes
the difference has subtle aspects. How do we account for the difference
between "small c" and "big C" conservatives.
I think this policy is fine the way it is.
It has the added benefit of forcing people to be a little more
disciplined in their contribution habits.
