When I meant responsible, its not just responsible as in liable, but also
responsible for content generation, content policies. AFAIK all chapters
maintain this line and do not enter into content discussions.

Okay, I was wrong if you strictly read the line when I said "they loose the
right", I meant moral right to comment on a content issue. Sure Chapters
can have a stand, comment, its up to community to consider it while taking
the decision. As Tanvir pointed out nothing on this list will help, and
extending a bit IMHO nothing that chapter comments would have a special
value more than an individual community member even though one defines
Chapter as voice of community. Just curious, What are those many things
that you feel chapter can do with content?
