Can the Commonwealth actually meaningfully claim copyright on these
images? If so, can they enforce this effectively anywhere outside
Australia?

(same issue as similar copyright grabs by other countries that the
rest of the world responds to with "haha, no.")

What is the actual danger to third-party reusers?
