The "council of chapters" concept is a proposal that has had several
previous names - but is effectively the idea of having a central body of
chapters to organise themselves for more effective advocacy (both public
facing and also relative to the WMF), pool resources (e.g. toolserver
governance), share expertise and act in a more coordinated fashion. Of
course, it's a complex idea to express let alone to form the reality. At
least, that's how I understood it.

Hi,
Due to some issues with the Council of Chapters meeting organization we
need
to speak to the person in charge of this effort.
Please contact Marcin
Cieslak and myself – please provide us with your skype id or phone
number.
We need to talk to you soon as we are working
finalizing the printed
version
of the program.
Best regards,
Jacek Jankowski
