<div>Many thanks for your reply, sorry that I did not look up the settings for myself, they are difficult to find. The performance is much better now or I had good luck, so that I could see the banner even as an anonymous user. The percentage of 75% is ok for our purpose. </div>

The banners are set in the settings to be shown to everyone (logged-in and anonymous, and all available platforms) living in the countries that participate, but are only shown 75% of the time.<br/>
<br/>
Maybe caching is for anonymous users a bigger issue?<br/>

the same problem seems to happen to the Austrian WLM<br/>
banner in de.WP. It is not only that there are other banners<br/>
to be shown, which is ok, but IPs (anonymous users) seem not<br/>
to be enabled to see the banner at all. But it would be<br/>
important to show the banner to new readers as well. Please<br/>
check the setting of the central notices.<br/>
