The problem owners see is their privacy. Apart of the FOP, some people
have the point of view that their house/home is part of their private
sphere (identifiable/personal data) that falls under the protection of
the German privacy law. Partially, this opinion might derive from the
fact that Google street view - voluntarily, to avoid "being evil" -
pixelated houses if owners demanded.
The German privacy law - IANAL - is federative as the cultural sector
(i.e. 16 different laws) and in this specific point mostly unspecific.
There are few court cases that negate the opinion that the mere
combination and publishing of exact addresses together with images of
this address is a privacy problem, and that's up to now "our" legal
opinion.
