I believe the term 'insecure proxy' is being used to mean an open
proxy server, i.e.: that anyone can use, without a password. We don't
like those because lots of people end up editing with the same IP
showing up. Tor has the same characteristics, and is thus susceptible
to the same kinds of abuse.
