That the word means "covers everything" probably wouldn't make it the
best choice for a jargon term implying "doesn't cover everything."

What do we mean? I think we mean "not suitable for Wikipedia", and
"notable" is an AFD jargon word pressed into the cause. Is there
something that says that in less than four words?
