Something that has been going through my mind: How would you feel about
changing the WP moniker from "the free encyclopedia" or " the
encyclopedia that anyone can edit" to "Wikipedia - The Living
Encyclopedia"?
I believe this describes the very heart of what it really is.
I'm still relatively new around here; where, or to whom, should a proposal
for such a change be made?

I'm not fond of this. It's awfully unfriendly to the recently announced
Encyclopedia of Life, and it seems to emphasis the wiki/technology aspects over the Free
aspect, which people already have problems with and which is always under attack.
