It's not a matter of calculating risk, it's a matter of calculating
the risk/reward ratio. Does the gain from these 100 admins outweigh
the loss of a couple of them possibly going rogue? I agree the risk is
very small, but I think the gain could also be very small.
I think the last point is where the difference lies. A pertinent
question is, what is your assessment of the current system? If you're
satisfied with it, then of course you would view the potential gain to
be small. If, like many, you see the current system as severely
dysfunctional, then the potential gain is significant.
