Yes. Unfortunately some of the things listed there
don't actually
overlap, as in this case. The page about sock puppetry doesn't overlap
at all with the page about selecting usernames.
They are all broadly to do with user accounts, but they're diverse
enough to be suited to a main summary page rather than all being
dumped into the one page.
I'd call that a bug in the system.

looks like a damn fine idea to me. Also avoids subtle POV forks in
policy space.
Now to eventually resolve everything down to NPOV, ATT, NPA, AGF and
"Don't Bite The Newbies."
btw: jargon *always* bites newbies and needs conscious minimisation.
