Anecdotal evidence suggests this isn't the case. We have a *lot* of accounts.

Good point. I was thinking of articles, but I can see why you might
want to protect some administrative pages.
Templates are high on the list. I've seen someone inserting images
into {{bio-stub}}, for example, or {{otheruses}}. Guess how many pages
this can deface?

Perhaps all pages in template space should be semi-protected by default:
templates are an advanced feature that probably does not make sense for
new users to experiment with, in any case.
