Now there's an idea: maybe we should just add a big notice to the upload
page saying "Yes, we know there are lots of images you can download off
the web. We don't want them." and in a smaller font "(For exceptions,
see [[Wikipedia:Fair use]] and [[Wikipedia:Free image resources]].)".
