What indication is there, other than your unsourced "suggestion" which
contradicts all the other evidence, that this was a technical offence?
If Peppers accidently "touched his nurse inappropriately while trying
to gain her attention", then he is not guilty of the offense, and this
story is even more important.
Yes, right now we can't find any source material to definitively
determine exactly what happened. The same could be said of a large
number of articles. But unlike your suggestion, there is plenty of
source material to create a short article on what we *do* know.
