It is not a direct citation. It was apparently an attempt in the pre <ref> 
days (probably even predating templatized footnotes) to indicate the 
source for the statistices. IMO, all the GR#2 links should be changed 
to use <ref> tags. A dog lot of work though, but a bot could probably 
help.
