Yes, I think this is the major thing that needs to be done. There are
issues with the selection process, but by and large the biggest one is
with the lack of qualified and interested candidates. Even a lot of
initially interested people burn out pretty quickly: I think more than
half the arbitrators we've ever had have resigned before the end of
their terms. I know I fairly quickly (probably 5-6 months in) started
realizing that I would rather put in the time writing new articles.
