Kelly Martin said she *would* withdraw, *if* it would expedite the
implementation of policy.  This doesn't seem to have been necessary. 
As she's one of those most highly qualified to use and interpret the
checkuser tool, it's reasonable that she should have access, but
nobody is being forced to use it.
