This appears to be a bug due to semi-protection (see

information on semi-protection). A Bugzilla report on the matter (Bug 4385:
Cannot edit specific sections on semi protected articles;
http://bugzilla.wikimedia.org/show_bug.cgi?id=4385) was submitted about
eight hours ago. If you could provide some information on the Bugzilla page
that would help it become cleared up.
