the Toolserver rules: <https://wiki.toolserver.org/view/Rules>.

Specifically:

"Large web applications (e.g. phpMyAdmin, MediaWiki, etc.) may not be
installed. 'Installation' here refers to making these available to the
public; see further clarification."
