[teampractices] Upcoming phab changes

Thanks for writing this, Kevin.

We won't be enabling the 'core' points field during the initial upgrade.
That will happen after it's well tested and known not to break anything.

Forms is the most exciting feature but also project pages get a major
update and much of the user interface has been streamlined. Additionally,
there are literally too many bugs fixed to even bother listing them all
here.

If all goes according to plan this will be launched tonight between 5:00
and 7:00 Pacific, however, I don't currently have anyone from ops to
support me doing the upgrade so it may not happen at all.
