Well, for VE that mostly happens because James simply knows everything.

I think so.  If it doesn't satisfy a specific milestone launch, and has to
get done soon, then I think it fits in this special top bucket.  I think it
ends up being half critical bugs and half (since I joined) process
re-engineering.  But Interrupt may not be the best name for it.
