[QA] draft of "Browser test architecture" description/documentation

I recently found myself having to describe where we would like to take the
browser testing infrastructure in the future in terms of where the existing
browser testing architecture stands, and discovered that it was difficult.
 Some documentation would be useful for such discussions.

I started a draft of this at
