[QA] Forget developers in test, we need testers in development

Cirrus keeps its documentation in the README and we're OK at keeping it up
to date.  I figured there was no chance I'd keep the mw.org page up to
date.  This did remind me to update the mw.org page to actually tell people
that which is nice.
