[QA] OAuth extension enabled on beta cluster

Hello,

Yesterday OAuth has been enabled in production.  It was not working on
the beta cluster and event prevented some pages from being accessible
because the feature was pointing to a non existent database:

I fixed it up to use the 'labswiki' database on beta. You might want to
test it out on the corresponding wiki:

   http://deployment.wikimedia.beta.wmflabs.org/
