1.15.3 is the latest stable release. The 1.6.x branch is ancient
and only designed for people using PHP4.

You can always get the latest stable release from <mediawiki.org/wiki/Download>

If you really want to use the beta 1.16 release, you can get it from
http://download.wikimedia.org/mediawiki/1.16/mediawiki-1.16.0beta2.tar.gz
