You can also put parts of the message in a div with an id.
You could do
<div id="ns2siteNotice">This Page is Un-Approved. <br> Please do not
Reference this material.</div>
then the CSS would be
#ns2siteNotice {display: none;}
ns-2 #ns2siteNotice {display: block;}
and you could also have a regular Site Notice.
