This is because the Toolserver is bugger-all to do with MediaWiki;
it's a Wikimedia project.

This is an ongoing problem that's well noted; all documentation used
to be bundled together on Meta wiki and a lot of it's still stuck
there. A lot of it can't just be imported to MediaWiki.org because, to
be brutal, it's crap.
