For whatever reason, the contents of my previous email apparently didn't go through.<br><br>I suggest the least intrusive method would be putting a header announcements on Commons. It points to a page that explains the current situation and urges those who are using GFDL-1.2 only to switch over to GFDL-1.3 or later.
