You need to do `webservice start` in eqiad - as long as public_html
doesn't exist in pmtpa (if you've used the migration scripts it
wont). Once the webserver your url under <a href="http://tools.wmflabs.org">tools.wmflabs.org</a> should
work (it's a proxy to tools-eqiad for the next few weeks).<br>

Check the web service is running with `webservice status`.<br>
