[Labs-l] HTTP requests without a User Agent now blocked

Hello!

https://gerrit.wikimedia.org/r/#/c/148133/ was just merged, and this
will return a 403 status code to any request hitting tools that does
not have a User Agent. This mirrors our prod setup, and should not
affect any client that behaves nicely already :)

Do poke me if you think this is a terrible idea! :)
