Flash has a proprietary license and is not an open standard. The FLV
file format is also proprietary and not documented. Wikimedia content
will not be free if it is held in non-free/open formats or uses
non-free/open standards.

SVG and SMIL are possible alternatives (in the future) to Flash and
are open, standardised and fully documented.
