The practise is that the 'crat is a person with a long history with
the project; on smaller wikis they are usually the person who pushed
for it to exist in the first place.

Also, the technical role is one that requires the ability to
comprehend the consensus of the community.

"Ambassador" has a nice ring to it :-)
