 Otherwise, your ideas would pretty soon lead to wikipedia being an
english-only affair, with the various languages splitting of projects
of their own. Is that what you want?

 As for the whole idea about global blocks in itself. Forget it. It'll
just lead to further alienation of projects that are not enwiki.
