[Foundation-l] A letter to Wikipedia collides with the non-free content policies

An enwiki policy designed to enforce Foundation policy. CSD I3 specifies that
by-permission-only images (in addition to a few other types) are explicitly
/not/ allowed. This is Foundation policy too. I see one as an enforcement of the
other.
