Actually, this is probably the most sensible idea of all. For those
board members/staff members who use the tools for board members/staff
duties, it makes sense to have a status that states that very clearly,
and even for them to have a separate account for exerting such rights.
And if they are stewards/admins etc. also for other reasons, then they
should just go through the existing process(es).

This would actually avoid endless threads about whether or not they
can/should/would/want to be stewards and other things and will
probably in the longer run avoid unecessary legal question as to
whether X or Y edited the projects and used the tools with powers in
their "member of the community role" or in their "staff/board/official
something_or_other" role.
