[Engineering] SWAT deploy slot time changes (and adding European mid-day slot)

Reminder: This change begins this coming Monday, Aug 22nd.

If you would normally use the 9am Pacific ("morning SWAT") you'll either
go 3 hours earlier (6am Pacific/13:00 UTC, "European Mid-day SWAT") or 2
hours later (11am Pacific/18:00 UTC).
