Critical bugs are getting fixed, and new bug tickets are appreciated.
New features are not currently being added, and lower priority bugs are awaiting developer time - the devs who know the code are currently all working on Flow. I believe they plan to dedicate a sprint (3 week coding cycle) to Echo, at some point this quarter. I've been collating a list of message-related bugs, so hopefully that aspect will get some updates a bit sooner.
I was not notified when these diffs were made. The first might be difficult for Echo to identify as requiring a ping but I think the second definitely should have triggered a notification.

The second one wouldn't have worked, because there is no signature. (Mention notifications require a 4-tilde signature, as part of the same save). There was some older discussion about removing the signature-requirement, but I think it stalled because of concerns in bug 53132, which I've now split out into https://bugzilla.wikimedia.org/show_bug.cgi?id=64778 (thanks for the nudge :)
The first one is indeed complicated looking. I'll ask a dev to glance at the diff, and see if it was an actual error, or just an edge-case that would be difficult to detect properly/efficiently.
