Because we need to recruit users for a usability study as part of the 
Multimedia usability project.

As Casey said, it's supposed to show only for people with an English 
interface, or if you're logged out. But I'm trying to troubleshoot why 
it doesn't seem to show for logged-in users. Could it be conflicting 
with the sitenotice about patrol rights?
