And yet I still hear people complaining that it's so much harder to 
upload stuff with a correct licence at Commons because they want to 
upload fair use images, which we don't allow.

My usual response to that is that things are actually much simpler at 
Commons *because* we don't allow works under fair use provisions. If 
you think it's easier at English Wikipedia, you probably just haven't 
been caught yet.
