As you can see, the double underscore was removed and the link doesn't work
anymore. It still has the double underscore in the wikisource, but not the
generated HTML.
That's because the consecutive spaces in titles are collapsed _before_
the anchor part is removed. Either we should change that, or we should
make sure the same collapsing is done to the anchor targets. I'd favor
the latter, if only for simplicity.
Mind you, there are other known bugs with section anchors, such as the
fact that the rules used to generate them from edit summaries don't
always match the ones used on the actual page, leading to broken section
links in the history/recentchanges/watchlist. I should really look into
that some day...
