I'm not from the Foundation, but I think that translating the "powered
by MediaWiki" logo will lead to inconsistencies with other uses of the
software; that button brands all MediaWiki wikis, and should be kept
as such.
In some countries there are some laws which **requires** all texts to
be available in the language of the users, especially in countries
with several national languages (Swiss, Spanish, etc.).
So having such a strict rule may forbid the use of Wikimedia in some
of their administration, at least.
Personnaly, I do think that everyone should be free to localize the tools used.
