Hoi,
At this moment in time Wikispecies is of little intrest to taxonomists
as there are specialised sources that provide a much better service. To
make Wikispecies relevant re taxonomy, there is a need to build a
database on taxonomy that allows both for the splitters and the lumpers.
This will need Wikidata. Wikidata is being buikt by Erik Moeller and
when it is functional, it is time to build a database with taxonomic
content. I would be happy to work on that; I have built a database for
taxonomic content in the past.
As to multilingual support, at the start of the project, it was said
that English should do as it is with Latin the language of taxonomy.

in its current state does help to solve this?
8. Wikispecies was supposed to be aimed at the needs of scientific
users rather than general users. Is this still the case? Does this aim
still seem the best approach for this project?
9. Does the Wikispecies Charter still seem viable?
