Why not simply
www.wikipedia.org/ ? The word
"foundation" is still in English which isn't necessary
and might seem odd as the URL for the French
translation of the by-laws.

No big deal; conflicts are unlikely and can in any case be avoided by
changing the foundation text page to something different but just as good.
That said, I have a sneaking suspicion that mav intends that
the foundation text pages have URLs such as:
<http://www.wikipedia.org/membership> for English text,
<http://www.wikipedia.org/adh%E9sion> for French text,
<http://www.wikipedia.org/Mitgliedschaft> for German text, etc.
If so, let me mention again that some words (especially big ones)
sometimes appear the same way in different languages.
This is the same thing that I like to point out
whenever mav suggests using <http://www.xxx.org/>
as the homepage for the language whose translation of "Wikipedia" is
"xxx".
Thus, we'll really want to say either something like
<http://www.wikipedia.org/en/membership> for English text,
<http://www.wikipedia.org/fr/adh%E9sion> for French text,
<http://www.wikipedia.org/de/Mitgliedschaft> for German text, etc;
or <http://www.wikipedia.org/membership.en> for English text,
<http://www.wikipedia.org/adh%E9sion.fr> for French text,
<http://www.wikipedia.org/Mitgliedschaft.de> for German text, etc.
