People can always start on the Incubator and show that they have what it
takes. The notion of the Incubator is that by working on the Incubator
there will be something that will indicate that it is just a flash in
the pan.. Someone saying: "Would it not be nice" and then doing nothing.
We have asked Brion to include the "BetaWiki" functionality so that
people can start on the localisation of that language and for all
projects to maintain the localisation of MediaWiki on a MediaWiki server.
Brion indicated that it can get on his "to do" list after release 1.9
(done) and SUL (his current priority). When the language files are
ALWAYS generated for new languages, we will not get the sad situation of
the Marathi projects where the localisation is said to be overwritten
with new releases. Localisation will be done at Incubator and, new
messages once translated there can be exported to at least all the
Wikimedia Foundation projects. External projects will benefit with new
releases.. :)
For languages that do not have an ISO-639 code, the notion of granting a
project is problematic. We hope to announce within the month much of the
content that is in the ISO-CD-639-6 AND a procedure in which you will be
able to get recognition under the standard that is being worked on. NB
this standard will have some 25.000 linguistic entities to start off
with and many of them are spoken only or signed languages.
