As someone who works on a regular basis with suicidal teenagers, I do
think it is important that we have pages like that.
They may not be encyclopedic, they may not "belong" in Wikipedia, but
in the interest of public safety, I think they are very important.
I think we need to be very careful though - we do not want to be
telling people suicide is wrong, and we do not want to be explicitly
telling people not to kill themselves for several reasons, not least
of which that it would compromise our neutrality... of course, it
could be argued that having such a page in the first place would
compromise our neutrality, but I think there is very much a "right
way" for us to do it, and a "wrong way". The "right way" is for
us to
give information that can help suicidal persons to find help. The
"wrong way" is to write a page telling them why they should not kill
themselves.
I do think it is important that such a page be written with the
collaboration of a suicidologist, or at the very least someone with
professional experience in the field.

I think he needs guidance on what exactly can/should be done, and how to do
it, as many of those pages are skirting WP:NOT in various ways, or turning
into very messy Dab. pages.
