That's true; the policy does say that. However, I now
disagree with that particular part of the policy, and
so do many other people.
What we have to keep in mind is that Wikipedia policy
is not iron-clad law. It is determined by us
Wikipedians as we go about creating the encyclopedia.
If a policy is becoming a hinderance, it's time to
change it.

On my personal page, I found the following text:

deletion; namely the policy of not
deleting page titles that may become valid entries.
If you disagree with the
policy, you should change the stated policy instead
of violating it. Note that
the current policy is the result of discussion of
various points (some of
which may have changed, because they were based
partially on features of the
software which may have changed). That is not to
say that it can't be changed,
but that there was serious consideration in coming
up with the policy.
I give in that it does not exactly ask for restoring
it, it does however
explicitly ask for not deleting it.
