How do we go about doing this. (as far as my understanding goes) there is no update clause (like the gfdl with the or at any later version thingy) so we'd have to track down every single contributor to do this. Or would we do this like or transition from PD. first articles are licensed as pd {{pd-article}} then later as CC-BY
