I feel the question here is how to licence the work suitable for wikisource
As per indian law there is no legal backing to public domain a work
even if the author decides. It is similar in most of the countries.
The only creative experiment in this field is by accepting creative
commons Public Domain declaration
http://creativecommons.org/licenses/publicdomain/ It is somethink
like ishtadanam.
(http://creativecommons.org/license/publicdomain-2?lang=en) but its
leagal validity is yet to be proved.
So selecting a becomes the only solution available now.
If author have the copyright, he can release it under GNU FDL, which
is compatible with Wiki Source Free Content Guidelines
